# Exchange Hybrid CVE-2025-53786: On-Prem to Cloud Escalation

**Verdict: Check exposure.** Not known to be exploited and requires on-prem Exchange admin first, but it turns any on-prem compromise into a quiet cloud takeover, so verify the dedicated hybrid app is in place and the old shared credential is gone.

- **Who must act:** Organizations that run, or ever ran, Exchange hybrid or OAuth between on-premises Exchange Server and Exchange Online.
- **Who can relax:** Cloud-only Exchange Online tenants that never configured hybrid, and on-prem-only Exchange shops with no Exchange Online connection.
- **Affected:** Exchange Server 2016 CU23 before 15.01.2507.055; Exchange Server 2019 CU14 before 15.02.1544.025; Exchange Server 2019 CU15 before 15.02.1748.024; Exchange Server Subscription Edition RTM before 15.02.2562.017; Hybrid tenants still using the shared Office 365 Exchange Online service principal
- **Fixed:** April 2025 Exchange Server Hotfix Update (or later) plus dedicated Exchange hybrid app configuration and service principal keyCredentials reset
- **CVEs:** CVE-2025-53786
- **CISA KEV:** no · **Exploitation:** No known exploitation

## What to do

1. Run Microsoft's Exchange Server Health Checker on every on-prem server to inventory CU and hotfix levels.
2. Install the April 2025 Hotfix Update or later on hybrid servers; disconnect servers that cannot take it.
3. Deploy the dedicated Exchange hybrid app in Entra ID (ConfigureExchangeHybridApplication.ps1 or the Hybrid Configuration Wizard).
4. Reset the keyCredentials on the shared Office 365 Exchange Online service principal, including in tenants that no longer use hybrid.
5. Plan the move from EWS to Microsoft Graph for rich-coexistence features.

### How to check if you are affected

- Rerun Health Checker after changes; it reports whether the dedicated hybrid app configuration is in place.
- In Entra ID, check whether certificates remain in the keyCredentials of the Office 365 Exchange Online service principal.
- Hunt for signs of on-prem Exchange admin compromise (new admin accounts, web shells, unusual PowerShell) since that is the prerequisite.
- Review Entra and Microsoft 365 audit logs for unexpected token use tied to the Exchange service principal.

## What happened

On August 6, 2025, Microsoft published [CVE-2025-53786](https://cveawg.mitre.org/api/cve/CVE-2025-53786) for Exchange Server hybrid deployments. In April 2025, Microsoft had already announced hybrid security changes and a non-security hotfix "in the general interest of improving the security" of hybrid setups. Further investigation found real security implications, so Microsoft issued a CVE to document a vulnerability that is closed by following that April guidance.

The root issue is shared identity. As [Microsoft's FAQ](https://msrc.microsoft.com/update-guide/vulnerability/CVE-2025-53786) explains, in hybrid configurations on-premises Exchange Server and Exchange Online "share the same service principal." An attacker who already has administrative access to an on-prem Exchange server could therefore escalate privileges in the connected cloud tenant "without leaving easily detectable and auditable traces." Microsoft rates it Important with a CVSS 3.1 score of 8.0. The score includes high attack complexity because on-prem admin access is required first.

The next day, CISA issued [Emergency Directive 25-02](https://www.cisa.gov/news-events/directives/ed-25-02-mitigate-microsoft-exchange-vulnerability). It ordered federal agencies to inventory Exchange servers with Microsoft's Health Checker, disconnect servers that could not take the April 2025 hotfix (including end-of-life ones), patch hybrid servers, move to the dedicated hybrid app and reset the old credential, all by 9:00 AM EDT on August 11, 2025. CISA said the flaw posed a "grave risk" to organizations that had not applied the April guidance.

## Who is affected

Organizations running Exchange hybrid, or that ever configured OAuth between Exchange Server and Exchange Online. The CVE record lists Exchange 2016 CU23 before build 15.01.2507.055, Exchange 2019 CU14 before 15.02.1544.025, CU15 before 15.02.1748.024, and Exchange Server Subscription Edition RTM before 15.02.2562.017. Microsoft notes that Exchange SE supports the dedicated hybrid app from its first release, but admins still have to enable it and clear the shared principal's certificates.

## Do you really need to act?

If you have hybrid, verify. [Microsoft's update guide](https://api.msrc.microsoft.com/sug/v2.0/en-US/vulnerability?%24filter=cveNumber%20eq%20%27CVE-2025-53786%27) lists it as not exploited and not publicly disclosed. It is not in CISA's KEV catalog as of this writing. This is not a door-opener; the attacker needs on-prem Exchange admin first. But on-prem Exchange servers have historically been heavily targeted, and this bug turns such a compromise into a stealthy cloud takeover.

Fourteen months on, the deadline pressure has passed. Microsoft's [Exchange team](https://techcommunity.microsoft.com/blog/exchange/exchange-server-security-changes-for-hybrid-deployments/4396833) said that by October 2025, Exchange Online would no longer allow shared service principals for hybrid rich coexistence. Working hybrid features therefore suggest you migrated. The step most often missed is resetting the old shared principal's keyCredentials, which also applies to tenants that dropped hybrid but never cleaned up. Hence "check exposure".

## What to do now

1. Run the Exchange Server Health Checker (`.\HealthChecker.ps1`) on every on-prem server.
2. Install the April 2025 Hotfix Update or later on hybrid servers. Disconnect any server that cannot be brought to a supported CU.
3. Deploy the dedicated Exchange hybrid app with `ConfigureExchangeHybridApplication.ps1` or the Hybrid Configuration Wizard.
4. Run the script's service principal clean-up mode to reset the shared principal's keyCredentials, even in tenants that no longer use hybrid.
5. Plan the move from EWS to Microsoft Graph for rich coexistence, as Microsoft is phasing out EWS for these calls.

## How to tell if you were hit

Microsoft notes the escalation may leave few traces, so start with the prerequisite: hunt on-prem Exchange for admin compromise (new privileged accounts, web shells, unusual Exchange PowerShell). In Entra ID, check whether certificates still sit in the keyCredentials of the Office 365 Exchange Online service principal. Review Entra sign-in and Microsoft 365 audit logs for unexpected activity from that principal. If on-prem admin compromise is confirmed, treat the tenant as potentially compromised too.
