CVE-2025-41115: Grafana Incorrect Privilege Assignment vulnerability

SCIM provisioning was introduced in Grafana Enterprise and Grafana Cloud in April to improve how organizations manage users and teams in Grafana by introducing automated user lifecycle management.

CVSS 10.0 Critical EPSS 16.9% · p97

Should you act?

High exploit likelihood

EPSS ranks it in the top 5% of all CVEs for likely exploitation in the next 30 days. This signal is computed from CISA KEV, EPSS and CVSS data; it is not an editorial verdict.

  • No confirmed exploitation. It is not in CISA’s KEV catalog and CISA’s SSVC assessment records no known exploitation. That can change quickly after a public write-up; re-check if you are affected.
  • EPSS 16.9%, percentile 97: FIRST’s model estimates a 16.9% chance of exploitation activity in the next 30 days, higher than 97% of all scored CVEs (very high). EPSS is a probability, not a verdict.
  • Remotely reachable with no login and no user interaction. If the vulnerable service is exposed to the internet, prioritize it.
  • Only applies if your dependency tree includes github.com/grafana/grafana (Go) >= 12.0.0, < 12.0.7, fixed in 12.0.7; github.com/grafana/grafana (Go) >= 12.1.0, < 12.1.4, fixed in 12.1.4; github.com/grafana/grafana (Go) >= 12.2.0, < 12.2.2, fixed in 12.2.2; github.com/grafana/grafana (Go) >= 1.9.2-0.20250310110405-e6fdb746f235, < 1.9.2-0.20251106142618-ca5d89812015, fixed in 1.9.2-0.20251106142618-ca5d89812015. Check your lockfile, including transitive dependencies.

What it is

SCIM provisioning was introduced in Grafana Enterprise and Grafana Cloud in April to improve how organizations manage users and teams in Grafana by introducing automated user lifecycle management. In Grafana versions 12.x where SCIM provisioning is enabled and configured, a vulnerability in user identity handling allows a malicious or compromised SCIM client to provision a user with a numeric externalId, which in turn could allow to override internal user IDs and lead to impersonation or privilege escalation. This vulnerability applies only if all of the following conditions are met: - enableSCIM feature flag set to true - usersyncenabled config option in the [auth.scim] block set to true
